How does this puzzle rate a 5.6 on a scale of 10.x ?

SE says: "Bivalue Universal Grave type 1
If the value 1 were removed from the cell A5, the Sudoku would exhibit a Bivalue Universal Grave pattern (or BUG).
In a BUG, each value that remains in a row, column or block has exactly two possible positions in that row, column or block; and each empty cell has exactly two possible values. A Sudoku having a BUG has zero, two or more valid solutions.
Because a valid Sudoku has exactly one solution, the BUG cannot be part of it. The only way to avoid the BUG is if the cell A5 contains the value 1. The values 6 and 9 can therefore be removed."

which is Hint rating 5.6.

Ah, yes. Whereas, unfortunately, changing your clue r8c4 : 3 -> 9 doesn't change the SE rating of 1.5 at all.

Whow! A meddling of rotational symmetry and Repetitional band symmetry! Would fit good into Gordon Royles Symmetry-Zoo.

where is the symmetry here?

I know, the ideal rotational symmetry would be this:

But I'm aware of the fact that not every puzzle-shape finds it's reality. So I put the symmetric edge of the whole grid aside.

That would be the almost ideal rotational symmetry. In JPF's puzzle the break in the columns 2 and 8 is correct. What disturbes rotation in the puzzle is the overhanging number in cell in r6c5. A number should be filled in r1c5.

And this the repetitional band symmetry. The pattern is mirrored but the left part is below the other. The rows are thus correct in JPF's puzzle. What disturbes the repetitional band symmetry is the placement gaps in columns 2 and 8. That means the break has to be switched on the left side to r5c2 or in the right part to r4c8.

Now there are new aims to archive.

in other words there's no symmetry or pseudo symmetry of any kind without modifying the puzzle as given

there are 4 connected components in the grid
each one is different
they differ by 1 additional cell going counter-clockwise
so there's some order to the puzzle

yes; also see -

Nikoli defined a SuDoku as a Number Place puzzle with symmetricaly placed clues.

However, due to language confusion, it is likely that Nikoli insisted that the clues have order, but not necessarily symmetry.

They have published puzzles in which the clues were not symmetrically placed,
but formed a recognizable shape, letter or kanji.
