I'm not surprised by that ER, which is probably not far from Max(ER)-2 or -3

My feeling is that, in any case, 28 clues are too much for high ERs.

27 clues could be entirely-diagonal
and would be expected to produce some very high ratings
28 clues could be almost-entirely-diagonal
which again would be expected to produce some very high ratings
the present pattern of 28
is indeed very low in diagonality
and is not expected to produce very high ratings
