With 4 clues in each of 4 rows, 4 columns and 5 boxes ... I'm surprised at an ER that high. The patterns game puts a lot of CPU horsepower into each pattern. It might be interesting to examine ER distribution vs. clue distribution ... should there ever be enough time.

I'm not surprised by that ER, which is probably not far from Max(ER)-2 or -3
My feeling is that, in any case, 28 clues are too much for high ERs.

To give a (non biased) ERs distribution for a given pattern would be a huge task.
It would be worse for ERs distribution vs. clue distribution.
And even if we could do it, I'm not sure we could get any real conclusion.
