Shouldn't this game be closed by now?

yes, and this has been noted in some previous games
I finally caught the referee in the act
it has to do with the quorum of 4 and how the idle time is set
there is old code in place to prevent the idle date (the point in time when the idle warning is sounded) from being set to an earlier time
this check is clearly wrong if the quorum boundary was crossed between the time it was set and the time it is to be reset
currently the wrong code results in an idle date of 2010-10-07+12:02:00-0000

this will be a nice window for me to fix the referee and maybe come up with a test handicapped game based on recent posts
