it is instantly rejected, we never see it?

Some players, to optimise the search with a limited power, accept the risk of missing a highest rating with an ED 1.2.
This is an acceptable strategy if you look at the past results.

Sometimes, it is a loosing strategy.

Exactly. It turns out that 11.x/1.2/1.2 is not frequently a winner, and it is, for me, very expensive to search for (I have a filter set up to do so, but it has never found anything).
