If we follow the rule in citation, this last post from ronk is not valid, because there is no submission from an other player between the two ?!

gsf intended, a submission with a mismatched Sudoku Explainer rating is obviously not treated as a "syntactically correct submission."
the cited rule was for the protection of other players who otherwise may be tricked by invalid submissions
the user of an invalid post may make a valid submission with no intervening submission without penalty
so for a player making only valid submissions, its always safe (modulo time constraints) to submit after another player has submitted (valid or not)
for the player making an invalid submission, a penalty is applied, but the player may submit again and not be penalized for consecutive entry
this needs clarification in the rules but at the moment clear language to do so escapes me

it can get confusing because of the referee 5 min polling interval
some deletions/edits are caught by the referee, some are not
in this case ronk was caught
