This seems too literal - but how about trafficker?

traffic = as in 'communication of messages' = (I heard you)
human trafficking = the trade of human beings = (herd) + (cross the border)

Ruud, I was thinking that two riddles running at the same time might be one riddle too many, that's unless viewers disagree.

Is it 'Yodel' or 'Yodelling'.

I was also thinking that: 'You' = 'U' and 'Cross' = 'X',
so UX could be part of Luxemberg, so
