Nice puzzle jpf.

In the original r8c2 can be 9 or 8 as these are the only choices that keep the puzzle to 21 clues, with all other givens kept same.

There is one of the same rating and yet different path in this: (r5c5 changed)

I post this just to let you know. I used a 1on/1off search starting from 33 random 21's and minimalizing the results. It took less than 1 hour.
