With my weak English, I will try to explain my fears on the application of the rule of handicap.
For a player using an average computer his only chance against a strong configuration is to answer very quickly.
Its penalization is more important in the event of period of waiting of tender. During this time the strong configuration will be able to make a treatment and to send a great number of results.

I think I got Joël's point.
Players are not equal at all.
Joël raises the point " how many GHz do the players put in the game".
As I wrote here or there (and especially in a PM to Joël), I am more or less using 4 cores x 2.5 Ghz = 10 Ghz.
A player using only 2.5 to 3 Ghz has a true handicap againt that power.
(as far as I know, Joël has not much more than that)
But no reason why the rules in preparation would not compensate that.
If Joêl can win many games in the conditions he is working, this is worth a handicap. If not, he will benefit of the handicap applied to other players.
