how many 11.x with a single as first move (1.2 or 1.5) do you have ?
In the first period of my generation I don't care about these ... this could be the difference

I have other priorities, so I don't intend to explore this case, but such deviations can come everywhere in another case: the priority in UR UL processing is not the same in skfr and in serate. This can change completely the scope when several URs/ULs having common cells can be applied in the same time. This was always the source of high deviations in the cases that I studied.

But it can be a bug in any of the 2 programs
