I don't have a better one except that moderator intervention should never be considered.
If I might add my opinion, I consider the penalty to be unduly harsh compared with the bonus points that can be gained by the hard slog of being the highest or last player. I suggest:
a 10 pts penalty for any post with an invalid puzzle, or for each post that has been edited one or more timesPlease, your votes for and against

I am having trouble seeing why correcting your own mistaken post should be a penalty, before being pointed out by others "in the game".
If another player spots an error they should jump on it, whether to get their own bonus or to simply "rat on" someone.
There after a correction attempt should be a penalty, I just don't see a way to work this idea.
This does not come close to dealing with the problems with bad posts, because:
<There was a rating attached to that post.>
Who/when do we allow a post with the dis-allowed rating to be counted?
Who/when can a puzzle be posted with that SE rating?
I gave this a lot of thought.
The only change I can see being helpful is that moderator intervention is not considered. udosuk demonstrated that moderators can intervene
