After all, the current rating scheme has no theoretical maximum, although the current implementation cannot rate much higher than 12.

Certainly, but the rules are:

A dealer gives a valid and minimal puzzle solved by singles only ("all singles")
This puzzle must have at least 19 clues, but less than 30. Etc.

Can I start a challenge?

Yes you can, as ravel didn't exercice his right...

but as new dealer, you have to propose an "all singles"puzzle first

A dealer gives a valid and minimal puzzle solved by singles only ("all singles")
This puzzle must have at least 19 clues, but less than 30.
Each player can post a new valid puzzle provided that his proposed puzzle :

• has the same pattern
• is not an "all singles"
• has a higher ER rating than the preceding posted one.

If his puzzle stays unsurpassed for 1 week, he wins and gets the right to be the new dealer.
He loses his right if he doesn't propose any new puzzle within 1 week.

This week i dont have access to my computer. But i would like to find a new pattern at the beginning of the next week.
