Is this a preview from a newer version we can expect?

No. This is from custom code, essentially test code to check what changes are needed for this windows closed/open functionality to work! I'll have to figure out how to make this work in the SE GUI, this will take a few weeks.

I have made some changes to the Chaining code (e.g. support for variants regions), so it may well account for the rating difference (not too sure about this!) - SE (2022.1.4) gives ED=11.4, when my current version (unreleased) gives ED=11.3.

I checked your 12 clues example with the latest available version, and it's quiet impressive the use of windoku and diagonal blocks in generalized intersections and chaining methods.
But it's rating is slightly lower:
