For clarity this does not apply if 9 is above 1.

Where the givens 1, 5, 9 are increasing (15 or 19 or 59) then they must form an increasing sequence e.g.: 15, 135, 1245, 12345.
In this puzzle: this rule does not apply with solution values; only with givens.
