As i mentioned below, i stopped to update this page in January. If you are interested in recent results, please look at JPF's list and the following contributions in this thread. (See also gsf's list there.) You can find my own top ratings for these puzzles here, but its no secret, that i am not fully satisfied with them (i think, if long subnets are needed for a "short" solution, this should be rated higher). Nevertheless i do not intend to upgrade my program in the next months. My last top list can be found here.

Sudoku ratings are never good enough, not even for easy puzzles (i often spot a hidden pair before a naked single, but but no one rates the pair easier).
Ratings of very hard puzzles normally depend on, what techniques a solver program has implemented and in which order they are applied.
My method is rather simple and has many weaknesses, but gave some rather good results. Only having implemented a few techniques, it tries to find a minimum number of "brute force" steps, i.e. an elimination by contradiction (after "trying" a number). This can be (equivalent to) an xy-wing or coloring or (mostly) a monster chain (more detailed here). Shorter solutions may exist, also with my basic techniques. So the only thing i can say for sure is, that all puzzles below can be solved with the given number of monster chains using singles, tuples, box interactions, x-wings and UR type 1. All other puzzles i scanned, could be solved with at most 7 brute force steps.

Much has happened in the 5 months since i started this thread. 2 new (public) ratings become popular (ER and gsfr, additional to suexrat9) and many new toughies have been found. The list grew from 123 to 322 puzzles and the former number 1 is number 17 now.
Then i realised, that it was rather easy to generate puzzles with more than 3 steps and decided to raise the limit from 4 to 8 (in 6 runs of my program). So the list was reduced to 48 puzzles (5 new ones added) and only 2 of over 100 from the top1465 remained.
From a recent test at most one in a million random puzzles is expected to qualify.

The puzzles are getting too hard for my program, Arto's Etana (or Escargot) was the first puzzle, which could not be solved by it (and Sudoku Explainer 1.1 either).

Time to stop to update this list, before dml will send hundreds of new toughies i would have to enter So this is my final list in this thread. First i show the hardest 29 puzzles order by ER and (for those with same ER) gsf rating. Th ER is between 10.7 (first 5 puzzles) to 10.5.
Then a list with puzzles beyond RMS follows in same order, a top list for gsf ratings, a top list for gsf ratings without using backdoors (-X option) and the list with RMS ratings, where the puzzles can be found in the list at the end by the line number.

[Edit 2006-12-22:] Reorganized the RMS rated list. And added this puzzle (posted yesterday) here at the top, which is the first one, that could not be rated by gsf's program with the multicoloring proposition

I rate puzzles by what my solver can solve, and if the solver can't crack it, neither can I... 4 puzzles in your list was solved by my solver, and hence I would vote for the exclusion of these from the list

the culprits are #77, #85, #104 and #110

You may need to update your list. When I ran them through my solver, 38 puzzles were duplicated in 40 entries. Your original post of 162 puzzles became only 122 unique puzzles for me.

Thank you for your interesting ratings. I have one question: Do a simple discontinuous Nice Loop count as a step by your solver? I think that a discontinuous Nice Loop is the same an error net with no multiple interferences.

No, as i said, for my solver an elimination that can be made with an xy-wing is counted the same as one, that needs an error net with multiple interferences. It does not check, what causes a contradiction and how many steps are needed for that. So many improvements are possible (both for the solutions and my solver, but i do not intend to invest more time in it at the moment).

Is anyone finding that the hardest puzzles have anything in common that would either help in constructing them directly or generating them more efficiently or identifying them by inspection? Some templates seem to yeild harder puzzles -- but is that as far as it goes? Any hint there may be some rules of thumb, like "puzzles with 2 or 3 clues in each group are more likely to yeild an ultra hard" ... or something like that?

If you inspect the top 20 puzzles in the list, you'll find many with bands of clue cells running diagonally across the grid. This doesn't guarantee a difficult puzzle, but it definitely indicates an arrangement that current techniques can't handle very well.

These samples are all minimal and require several chains to solve. Interesting to know how they perform compared to other hard puzzles.

#11 and #14 needed 6 steps, #7 7 steps and #13 9 steps. I will add them above.
