There are so many great Sudoku sites with puzzle creating and solving software for Windows.
But when you you look for Samurai Sudoku sites there are plenty with great puzzles to play. However, there are none that I could find that has Windows software for sale that one can download to create and solve these type of puzzles.
Perhaps in 2006 someone will offer up a Samurai creator and solver for download.
