Even with 37500 non isomorphic minimal puzzles, I haven't found any 9.0+

Fair warning, don't create more than a few thousand. A few hundred at first.

You will generate quickly, most will be minimal, the rating part will be slow.

4000 took my computer 9 hours to rate. If you hit a ten+, well go on vacation and come back to see?

Maybe a rule change....geeez, I hate rules.

If a correct SE rating is not posted with the puzzle, there should be a 20 point penalty, and the posted puzzle gets zero points. Others may post a puzzle with that rating and get the current points, if they are the first to correct the error.

different "most difficult techniques."

They are distinct puzzles/patterns.
