The printed grid has a typo. r7c18 and r7c20 are both given as 7. I solved it by ignoring both 7s and it turned out that r7c18 is 7 and r7c20 is 9.

I don't have my copy handy right now, but just to check, that's r7c6 and r7c8 of the top-right "arm" yes?

The Times has published the results today. The printing error in the 45 min puzzle has been acknowledged but they are not giving out a prize.
