The date settings in the Hall of Fame persist to be in the form MM/DD/YYYY, yet my system setting has always been DD/MM/YYYY. Is there any way to change this?

Well that is very odd. I anticipated problems of this sort, and so the program code reads the system setting and formats the date accordingly. I use a standard Microsoft-written API for this purpose. I sometimes get email from people who want to change the date-format in the Hall of Fame, and my advice is to change their date-format system setting - and I usually caution that this will change the date-format in all other programs on the user's computer, as well.
