If you want to submit puzzles, you can create threads in the "Puzzles" section.
If you want to submit software, you can either:
- upload it to sourceforge.net and give the link
- upload it to github and give the link
- indeed, upload it anywhere and give the link
- if it's not too long, put it directly in a post in the "Software" section
