Deceptively tricky, I needed 2 steps:
1) (1=4) r4c7 - (4=6) r1c7 - (6=15) r13c8 => -1 r2c7, r6c8, giving the following:
Discontinuous loop: (4=1) r2c5 - (1=9) r2c6 - r1c6 = (9-2) r1c9 = (2-4) r1c4 = r2c5 => -1r2c5; stte

Lots of interesting steps but none that I found was a single step solution.
(4=1)r2c5-(1=9)r2c6-r2c9=(9-2)r1c9=2r1c2 => r1c2<>4
Which results in the following code
