Method to generate 18C and 19C puzzles, using available software requiring only very basic computing knowledge !
Perhaps we can help generate a puzzle for every grid solution ... as here

DOS Software needed
gsf's sudoku-64 program - my version is

sudoku-64.zip: (194.45 KiB) Downloaded 172 times

Windows software - boxer text editor is useful [freeware] from here

download and copy the program to a directory of your choice

find a random 18C puzzle or 19C puzzle and copy/paste the numbers into a text file as a 81 character string and name it file.txt

eg an 18 clue puzzle

Code: Select all: 1...........2..3...8......2.4....18....95...........6.6.7..1........8.....5.2...9

save as file.txt
copy this file.txt into the directory where the software is

open the windows dos prompt and navigate to your directory

type exactly this line
sudoku-64 -go{-1+1}x4 file.txt > sols4.txt
in a very short time you will have a text file with all different puzzles as 81 character string

using a 19C puzzle [from below] the difference is significant and many more puzzles are made - the search space is thicker !

Code: Select all: 14............86.9......2.....713..5...45......9.8......8..2.................5.14

x4 gives 28805 puzzles in 5 minutes
x5 gives over 283716 puzzles ! in around 30 minutes

some puzzles give more puzzles - i think the one above is unusally a lot of puzzles usually every n is x 10 more puzzles ........ so try to guage what xn gives you initially ... and a bigger than x6 will take longer or reach the limit of the memory !

so maybe 4 different processes [1 puzzle x 5 ] at the same time could be employed

the puzzle files could be amalgamated if you can manage that
so
when you have a million or so .....
pm Mathimagics and email him the zipped up text file of puzzles , at the moment 19C puzzles would be the way to proceed ......

UPDATE

here Mathemagics has provided links to his sofware to generate 19C puzzles.
This is x15 more efficient and only outputs unique grid solutions ....

But its a big project !!
