There Must Be Multiple Solutions

This puzzle appears to have more than one solution ..

3 4 7 | 5 8 2 | 9 1 6 ? can be either 2 or 4 and if flipped (but lined
9 5 1 | 6 3 7 | ? 8 ? right) both options work
6 8 2 | 4 1 9 | 5 7 3
AND
5 3 9 | 2 4 1 | 8 6 7
4 2 8 | 9 7 6 | 1 3 5 " can be either 6 or 7 and again if placed properly
7 1 6 | 8 5 3 | ? 9 ? in the rows either position will work

2 9 4 | 7 6 8 | 3 5 1
1 " 5 | 3 9 4 | " 2 8
8 " 3 | 1 2 5 | " 4 9

So, can there be two correct answers?

This was the "correct" solution given

has 4 solutions and is thus invalid.

But surely that was not the original puzzle youi found in some newspaper.

Please post the original so we can determine what happened. We can often supply missing clues that will make the puzzle unique and symmetric.
