Can someone please tell me the smallest number of numerals necessary to be posted in a to-be-solved Sudoku puzzle? I am going to make a guesstimate of 22.

Questions such as yours normally appear in the General/Puzzle section. The answer is 18 for a puzzle with rotational symmetry of order 2 or 17 otherwise. You'll see lots of examples if you visit that section.
