Pappocom puzzle: Newspaper... Union, CA; first 5 numbers 23431, hard, dated Nov. 14, 2008:

200/030/004 *There must be a strategy I am missing to
043/000/100 go to the next move. I always get stuck
700/402/006 on the next elimination step or rule.
Please advise as to how you proceed to
814/503/060 next few numbers as I can find no new
007/000/800 pairs that are isolated. I don't need the
020/801/040 answers as much as the strategy you
employ to get to the next step. Thanks.
