Here's another from our local paper. I couldn't find a one-stepper for it:

Basics to end?? Am I missing something?
I agree Steve, the 2 at r6c6 is the only target for a one stepper and I couldn't find it. Only after a series of skyscrapers/fish, I reduced it to a one stepper state.

I must be missing it, too. I went after the same target and got nowhere. I'm not a good angler, so I skipped fish and went to chains early, but it took a bit of effort.

Well, sure. If you define skyscrapers, kites, and jellyfish as basics. By that definition, just about all the puzzles posted here are basics to the end.
