There are several inferences we can derive:
(1) The bottom band (#) behaves like an sk-loop with the STP property (each domino contains exactly one of 1234). => -1r8c9, –3r9c7, –5r7c1, –6r7c2
(2) In the JE-like targets each digit can appear at most as many times as it appears in the base, apart from 4, which can appear an additional time. => –8r2c4, –5r1c8
If 23r2c4, then the digit must appear in the base and cannot apppear in the other target (2), so it's eliminated out of b3 => –23r2c4
ERs 2c4b1 \ r38c3 => –2r8c3, 3c4b1 \ r35c3 => –3r3c5
Interestingly enough, Xsudo finds three more eliminations: –2r3c5, –4r23c6
As of now I don't fully understand where these come from.

The puzzle feels on the verge of collapse, but I haven't found a clean short path.
My main focus in that regard was on proving 1r8c8, after which the puzzle solves with locked candidates.
Your solver finds a convoluted net proving 6r8c2. By STP (1) then either 13b9p15 or 13b9p38, but the latter breaks 6b9 => 13b9p15, btte
