Sint Probability

Can anyone tell me what is the Sint Probability Method. It's being used in sudokufever.com as a solution method for diabolical puzzles but I can't quite figure it out. Thanks.

The pattern that i'm seeing is that it populates all cells in 1 row and 1 column.. then continues with the basic candidate elimination, naked pairs, naked triple, xwing etc.. I'm just not sure how it determines which row and column to populate..
