Ditto, no one stepper, but all roads seemed to lead to Leren's BUG+1
Here's one:
Almost xy-wing of 357(+9) at r7c8, r2c8 and r2c3 => -7 r7c3, with (9)r2c3 - (9=8)r5c3 - (8=9)r5c9 - r23c9 = (9-4)r3c7 = r8c7 - (4=3)r7c9 - (3=7)r7c8 => -7 r7c3
and -7 r7c3 => BUG+1

If you set the BUG cell to its final value (as an extra clue) the puzzle solves in singles, so proving that r6c2 = 1 would be a one stepper.

Perhaps the heavy hitters can come up with a reasonably human-friendly argument to prove this.
