Rookie stuck on moderate puzzle for three days

This is #27 in Will Shortz's Book #2. I was hoping to finish it by the end of 2005. Here's what I got so far:

**1 *2* 8**

Of course I was able to identify some obvious pairs, e.g., the last two openings in the first row are 7 and 9.

Any hints to help me make the next move would be greatly appreciated. Thanks.

Think about where the 7 could go in Row 7.
