Hi,
Here's my two-step resolution with TDP:
1) P'(1r7c6) : -1r7c6->(3r7c6->6r7c9)->5r7c8->5r6c7->1r5c9 => -1r5c6 => 23 placements.
2) P'(5r6c8) : -5r8c6->6r6c8->4r9c8->2r8c9->5r8c7 => -5r6c7 => stte.
