From my programs point of view this one is a bit harder (it needs more eliminations). But there is no objective measure for how hard a puzzle is. Also if we had one now, a new solving technique could make it irrelevant. So it is nonsense to talk about the "hardest sudoku", though there is much agreement about what puzzles (in the moment) belong to the "monster class".
