I noticed in my local paper that the puzzle ratings are not consistant. Somtimes I can solve a 5 star puzzle in no time and somtimes a lower ranked puzzle takes longer. I was wonder if there is a standard system that most puzzle makers use?

You would think that a newspaper would have an editor that ranked the puzzles, but even that has problems.

Rating puzzles is very difficult. A UR, just as an example, might be a shortcut which renders a puzzle "easy", but just for those who see it.
