Hi Cenoman,
I don't quite see a 3-Fish lurking in there, but by adding a star to the exclusion cell one gets a nice 7-link Oddagon(*) with six Guardians(#). One of them is your rfr9c1, while four others see the exclusion cell directly, and the last one uses most of your SC(8) chain: 8r6c3-r5c3=r5c7-r13c7=r2c9.
