Trying a 7-link Oddagon(*) with guardians(G) r3c2 and r7c9, to eliminate one more 8 in r1. Guardian 8r7c9 is remote via r7c9-r3c9=r1c8, so that may not qualify as a single-stepper.

Added: One can ignore r9 and get a smaller 5-link Oddagon.
