Rule 7: If one cell of a mirror node has only non-base candidates, then all non-base candidates can be removed from the other cell of the mirror node => -6r1c3.
Rule 9: Mirror node 1 has locked non-base digit 2. All other non-base digits can be eliminated from the mirror node => -2r2c79.

What Phil and RSW have demonstrated eventually, is that the puzzle has a double JE pattern
JE4: (1357) r2c23, r1c5, r3c8; r3c46, r1c1, r2c8
Eliminations in cells seeing all four base cells, and all four target cells, are enough to solve the puzzle:
=> -1357 r3c12, r2c5, -15 r1c7, -137 r1c9; lclste
