I finally had some time for Sudoku, so ..................

A Type 4 UR(25)r78c39 was not particularly useful. However, looking at the internal inferences we find

(7=4)r2c3-AUR(25)r78c39[4r8c3=3r8c9]-3r13c9=3r2c8 => r2c8<>7 which is a winner.
