Initially, I noted some single digit steps including multi-coloring on 1, coloring on 3 & 5, and the skyscraper on 5 that completed the puzzle. Looking again, I realized the combination of the skyscraper(5) and the strong link on 1 in box 7 was sufficient to complete the puzzle.

Skyscraper(5)r39c8 with pincers 5r3c1 & 5r9c2 => r1c2, r8c1<>5.

Then working with the pincers: 5r3c1=(5-1)r9c2=1r8c1 => r3c1<>1

Finally, as I prepared to post my solution, I saw that Leren had already posted it. :lol:

Leren's L2-Wing is the only single-stepper chain that my solver located. Also, all of the simpler network solutions seem to include portions of the L2-Wing.
