Sorry, I don't know how to code this:
if r7c4<>9 r7c5<>6 and r3c5=6 but
if r7c4=9 the chain r2c4=4 r2c1<>4 r6c1=4 r3c1=5 also makes r3c5=6
so r3c5=6 stte.

One way is to write it as a discontinuous loop :

(6) r3c5 = (6-9) r7c5 = r7c4 - (9=4) r2c4 - r2c1 = (4-5) r6c1 = (5-6) r3c1 = (6) r3c5 => r3c5 = 6

I must say, with embarrassment, that I don't know what a discontinuous loop is.

If you want your solution to be r3=6, just say what you're doing:

R3c5=6 regardless of whether r7c4 is or is not 9

9r7c4=(9-6)r7c5=6r3c5
R7c4=9-(9=4)r2c4-r2c1=r6c1-(4=286)r279c1-r3c1=6r3c5=> 6r3c5

Or if you wanted another solution but wanted to start off with the initial premise of r7c4<>9

9r7c4=(9-6)r7c5-6r3c5-(6=8)r1c4-(8=1)r3c6-(1=9)r2c6=> -9r2c4
