Israeli national Sudoku championship - preliminaries puzzle

The sudoku puzzle from the preliminary round of the first Israeli sudoku championship is available here:

The preliminary stage was held online. The top 20 will proceed to the semifinals in Jerusalem, on Tuesday. The top 6 from the semifinals will proceed to the finals, immediately after semifinals.

How do you rate that puzzle, comparing to pappocom or the Times levels?
The origin of the puzzle has not mentioned. Do you think it's a pappocom puzzle?

It looks like a Pappocom Difficult to me. Of course I can't be sure it's Pappocom or Difficult, but the grid is symmetrical and it's not hard enough to be a Fiendish.

What does anyone else think? I'd be interested to see if people share my analysis.

G: I agree. I just 'solved' it. It is not a puzzle. It is an exercise in trudging.

Still, would possibly have taxed me when I first discovered them though.
