you can certainly produce sudokus by hand, I have made several. It's a bit like solving except you have to be a bit more careful. Choose the squares you want to be clues, 28 or thereabouts is quite easy to do by hand then you fill in one of the other squares and place some clues to make that so. Continue in that fashion until you have a valid puzzle, an invalid puzzle or a puzzle with multiple solutions. If you're careful enough you'll get a valid puzzle.
