PPS : Not quite sure what the 17 is supposed to mean, but there are 17 single candidate eliminations that lead to an stte finish :

2 r1c2, 3 r1c8, 3 r2c2, 2 r2c6, 1 r2c7, 9 r2c8, 8 r4c4, 1 r4c8, 1 r5c4, 6 r5c6, 2 r5c9, 2 r6c4, 8 r6c8, 3 r6c9, 1 r7c9, 6 r9c4 & 5 r9c6

If Leren's hypothesis is the right one, none of these candidates is eliminated with an AIC, 16 out of the 17 are eliminated by krakens.

The very challenge is to find a one stepper to eliminate the 17th, namely 1 r5c4. Good luck !

Here is a morph of the puzzle in line format with a third relation to 17. Can you deduce what the relation is ?
