The locked candidates technique, also sometimes called pointing pairs, can be applied. Note that in block 5 there are only two cells which can contain a 2. One of those cells must contain a 2. Since those two cells also share a column, no other cell in that column can contain a two.
To solve the puzzle you are going to need at least one more advanced technique. I would solve it with a naked pair, some more locked candidates, and a finned X wing. There are other ways to get to the solution, that is the most natural for me.
