1 can also be in b2

in b8, again,
1 has an extra cell available...

also please note:

c4 1 must be at r9c4

so actually, 1 can't be in the cells you marked
(r89c5)

Pat is correct. Your problem is that your pencil marks are not complete. 1 is a candidate in r12c5 and is not shown.
