I mean, a puzzle where the hardest move is required before the first placement. I have found one with 2 initial singles (in fact that was the very first Fiendish-level puzzle that I ever set eyes upon!) but I can't find anything better.

    an edit does not flag the Topic as having new material
moved it out of "Pappocom papers"
since The Times now publishes non-Pappocom puzzles
    or did you intend your question to refer only to their earlier puzzles ?
    ( the first 2 years, when they published Pappocom puzzles )
by the way, my tendency is to extend the question to all newspapers---
