Hashi advice please

I've read the Hashi rules in the Times but need clarification: When they say all numbers must be connected, does that mean it must be possible to get to any island from any other, eventually? That is, you can't have two 1s linked to each other and standing alone?

Now I type it, it seems obvious that that's what it means, which will help me a lot as I keep getting stuck.

Is there anywhere people are discussing these? I can rarely finish one (perhaps because of missing the point above...)

You must be able to reach any given island from all other islands on the map. So, for example, two islands with a "1" cannot connect to each other, since this would isolate them from the rest of the islands on the map.

There is also a rule that isn't always implemented -- no closed loops allowed anywhere in the puzzle. This means that there is always only one shortest route between two islands. I think -- but I am not sure -- that this is the standard rule.
