Look for four cells in R8 that contain <3789>. So, R8C9 must be ...

In row 8 numbers 2 and 4 cannot be in block 7, column 7 and column 9, therefore must be in column 4 and 8.
So the 1 cannot be there and only one place is left for it i that row.
