Therefore r3c4<>9, and singles solve the rest of the puzzle.

Logic:

In b2, r2c4={46} and r3c6={49} cannot both be 4, so either one of them must not be 4.
If r3c6<>4, r3c6=9 and r3c4 cannot be 9.
If r2c4<>4, r2c4=6 and r67c4 form a naked pair {59} on c4, so r3c4 cannot be 9.
Therefore no matter what r3c4 cannot be 9.
