I tried this as a BUG, but it turns out that six of the seven BUG-breaker candidates are false. This presented more effort than I was prepared to tackle.
What makes this pattern noteworthy is that the BUG doesn't immediately appear when the BUG-breaker candidates are eliminated. Instead, you need to follow these eliminations with r4c3=1 to clear <6> from appearing three times in [r4], [c3], and [b4]. At this point, the BUG remains.
I then went on to toy with the <16> UR in r46c39.
Unfortunately, the resulting assignment doesn't crack the puzzle. Aaaagh!
