Hmmm let's see. The previous two solutions have lclste finishes but we might be able to do a bit better than that.

Let's mix up some Harry Potter Wit Sharpening Potion.

Instructions

1.Mix in Ginger Root until lime green.
2.Mix Armadillo Bile until blue.
3.Mix Ground Scarab Beetles until red.
4.Remix Armadillo Bile until red liquid is yellow. (Not dark green)
5.Remix Ginger Roots until brew is lime green.
6.Mix Armadillo Bile until the potion is purple.
7.Allow potion to simmer for 10 minutes.
8.Add more Ginger Root until the potion is dark orange.

OK done that - Yuk that tastes awful .... wait a minute, I think I've got it !

One of us is wrong. You have r1c8 as<>3, while my XY-Wing results in that cell being <>1. If I read your notation correctly, it says that r1c8=1=>r1c8=3. If my interpretation is correct, then it's the 1 that gets removed because it caused the invalidity.

Phil's chain is a discontinuous loop with an incorrect conclusion. It should be: =3 r1c8

His chain can be shortened:

(3=1) r1c8 - (1=4) r7c8 - r2c8 = (4) r3c9 => -3 r3c9
